The regular Heron Lake City Council meeting was held on July 7. Council Members Kevin Leopold, Ken Stenzel and Glenn Kuhnau were present. Others present during the evening included John Hay, Kathy Krueger and Allen Jensen. City employees present were Tony Fauglid, Greg Kruse, Tami Shelton and Brenda Martin-Granstra.
The minutes of the June 2, 2010 Council meeting were approved.
Police Chief Anthony Fauglid reported on June incidences and the July 3rd street dance. Council was advised of the vandalism of the former American Legion building and the subsequent assault of Officer Stenzel when she apprehended the suspect. Suspect was placed under a 72 hour hold and will be subject to a competency hearing.
Permit applications for Kay Nolte, fence; MDF Truck & Trailer, sign; Josh Hannan, fence; and Dan Koopman, deck were reviewed and approved.
A contract with FCA Co-op for 10,000 gallons of propane at $1.50 per gallon, and to request summer fill at $1.40 per gallon was signed.
John Hay attended a SW MN Broadband Services meeting and explained to council upcoming steps for cable TV franchise requirements. A Franchise Hearing for Cable TV meeting is scheduled for 6:45 p.m., on August 4, 2010.
An older tanker chassis, property of the Heron Lake Fire Department, was declared surplus property.
On June 26, there was storm with a lightning strike to the lift station located behind First Street which resulted in it’s shut down and failure of the alarm and warning light system. Several residences on 17th Street experienced sewer backup and damages. Greg was out of town, Brady was on-call for BioEnergy, and Brad responded to the emergency. Council member Leopold also voiced concern about rain water entering the sewer system and asked Greg to find out how to go about inspecting with cameras and/or smoke.
Greg informed council that when Electric Pump came the day after the lightning strike to check on the lift station, they found a crack in a pipe in the wet well. Estimated cost to repair with pulling servicing both pumps at the same time is $5,963. Council approved Electric Pump for repairs and servicing and to check with the Fire Department if they can do the pumping during the repair work.
Dean Schumacher had asked staff if the city planned on doing additional lot maintenance on the city owned lot at 721 Chapman Avenue. Several council members had looked at the lot and determined that it was adequately maintained.
The appointment of Carol Baumbach, Helen Becker, Doris Grube, Judy Haberman, Don Hensel, Sue Isder, Brenda Martin-Granstra, Delores Pelzel, Lois Rasche and Pat Sontag as election judges for the August 10 primary and November 2 general elections was approved.
The Highway 60 Heron Lake signs, a project by the Community Club, have deteriorated quickly and need to be fixed or replaced. Allen Jensen, John Hay and Greg Kruse met with Steve Lende of Lende Signs who sold them. Mr. Lende is to reply to the request to replace them.
Excerpts from the 2009 city audit provided by Dennis Rick were examined and found to be satisfactory. Mr. Rick will be scheduled to attend the September council meeting to give a formal presentation and answer questions.
Council determined to keep the rental inspection policy the same, i.e. inspections to be done yearly.
Council was given correspondence from Nan Larson of the SWRDC on the Heron Lake Revolving Loan Fund. She will be able to meet in the beginning of August.
The construction dumpster at the burn site was discussed. Unknown parties are placing debris in it without notifying the city office or paying for materials resulting in the city having to foot the bill to have it dumped. Council requested that staff find out if the dumpster is necessary to city operations, or if it should be removed.
Payment of claims was approved.
